What happens if you add them one at a time? i.e. Your command line but with gateway=lte1 Then, same command with gateway=lte2. Do you get two entries? The conversion of "lte1, lte2" to 0.0.0.0 seems odd. I'd try it here but I downgraded my test router back to v6, swapped it into production...

I was talking about my post a few days back. BGP out-bound route filters
don't seem to work; in-bound is ok.

Does the WAN router have a route for DESTINATION 192.168.0.0 / ??? listing the "Aircontrol" router as the next hop?
Otherwise the ping reply won't get back ...

What happens when you test an id on the FR server itself
with the "radtest" utility. If that works, then your FR server

Can a second ip address be specified for a backup RADIUS server?
ie. if the primary is down, then the RB will attempt to contact the secondary.

Can't find this anywhere in the Wiki; suspect there are some creative work-arounds
out there.
